Quebec updates drug plan

The Régie de l’assurance maladie du Québec (RAMQ) has announced adjustments for the Public Prescription Drug Insurance Plan, which are effective July 1st, 2019.


These adjustments will affect Quebec residents between the ages of 18 and 64, as well as seniors 65 years and older not receiving the Guaranteed Income Supplement (GIS) or receiving the GIS at the rate of one per cent to 93 per cent.

Here are the highlights:

  • the annual out-of-pocket maximum for members increases from $1,087 to $1,117, or a $30 difference
  • the monthly deductible increases from $19.90 to $21.75, or a $1.85 difference
  • the co-pay increases from 34.9% per cent to 37%, or a 2.1% difference
  • the monthly out-of-pocket maximum increases from $90.58 to $93.08, or a $2.50 difference
  • the premium increases from $616 to $636, or a $20 difference

These changes will affect group plans that cover Quebec residents in the following ways:

  • the plan’s reimbursement level for drugs will move to 100% once a plan member reaches the annual out-of-pocket maximum listed above 
  • the plan’s co-pay must be equal to or better than the RAMQ co-pay listed above
